Mao Sui was a follower of Lord Pingyuan of the State of Zhao. Lord Pingyuan was selecting 20 persuasive talkers for the purpose of forming an alliance with the State of Chu against the State of Qin, and there was only one talker short, so Mao Sui recommended himself. The idiom is used to describe someone volunteering to undertake a post or a job.
